适用范围
根据水利部水利技术标准体系编制计划，按照《水利技术标准编写规定》（SL1—2002）的要求，制定本标准。
《旱情等级标准》共5章11节61条和1个附录，主要技术内容包括：
——农业旱情、牧业旱情、城市旱情的评估指标及等级划分标准；
——区域农业旱情、区域牧业旱情、区域因旱饮水困难、农牧业综合旱情、区域综合旱情的评估指标及等级划分标准；
——干旱过程及旱情频率的确定。
考虑到生态干旱的复杂性，以及各方面条件的限制，本标准暂时尚未将生态旱情等级纳入。
