适用范围
根据水利部水利技术标准体系编制计划,按照《水利技术标准编写规定》(SL1—2002)的要求,制定本标准。
《旱情等级标准》共5章11节61条和1个附录,主要技术内容包括:
——农业旱情、牧业旱情、城市旱情的评估指标及等级划分标准;
——区域农业旱情、区域牧业旱情、区域因旱饮水困难、农牧业综合旱情、区域综合旱情的评估指标及等级划分标准;
——干旱过程及旱情频率的确定。
考虑到生态干旱的复杂性,以及各方面条件的限制,本标准暂时尚未将生态旱情等级纳入。

【摘要】:Theproceduresdescribedhereinarerecommendedforevaluatingthecorrosionormarinefoulingbehavior,orboth,ofmaterialsexposedtoquiescentorlocaltidalflowconditions,orboth.4.1.1Thispracticeisnotintendedtocovertheinfluenceofhighseawatervelocityorthebehaviorofmaterialsinseawaterwhichhasbeentransportedfromitssource.4.1.2Someaspectsofthispracticemaybeapplicabletotestingintanksandtroughswhicharecontinuouslyprovidedwithfreshsurfaceseawater.Additionally,someaspectsmayalsobeapplicabletodeepoceantesting.Note18212;GuideG78providesguidanceforconductingcrevicecorrosiontestsundercontrolledseawatertestconditions.Whilethedurationoftestingmaybedictatedbythetestobjectives,exposuresofmorethansixmonthsoroneyeararecommonlyusedtominimizetheeffectsofenvironmentalvariablesassociatedwithseasonalchangesorgeographiclocation,orboth.Theproceduresdescribedareapplicablefortheexposureofsimpletestpanels,weldedtestpanels,orthoseconfiguredtoassesstheeffectsofcrevices,orboth,suchasthosedescribedinGuideG78.Inaddition,theyareusefulfortestingofactualcomponentsandfabricatedassemblies.Itisprudenttoincludecontrolmaterialswithknownresistancetoseawatercorrosionorfouling,orboth,asdescribedinTestMethodD3623.Note28212;MaterialswhichhavebeenincludedinASTMWorldwideSeawaterCorrosivityStudiesincludeUNSK01501(carbonsteel),UNSC70600(90/10CuNi)andUNSA95086(5086-H116Al).24Note38212;Inthecaseofevaluationsofaluminumalloys,careshouldbeexercisedinthelocationofspecimensnearcopperorhighcopper-containingalloys.Insomeinstances,itisnotsufficienttosimplyelectricallyisolatespecimenstopreventbi-metallic(galvanic)corrosion;copperionsfromnearbycorrodingcopperorcopper-basealloyscandepositonaluminumandaccelerateitscorrosion.1.1Thispracticecoversconditionsfortheexposureofmetals,alloys,andothermaterialsinnaturalsurfaceseawatersuchasthosetypicallyfoundinbays,harbors,channels,andsoforth,ascontrastedwithdeepoceantesting.Thispracticecoversfullimmersion,tidalzoneandrelatedsplash,andsprayzoneexposures.1.2Thispracticesetsforthgeneralproceduresthatshouldbefollowedinconductingseawaterexposuretestssothatmeaningfulcomparisonsmaybemadefromonelocationtoanother.1.3Thispracticeidentifiesrecommendedproceduresforevaluatingtheeffectsofnaturalsurfaceseawateronthematerialsexposed.1.4ThevaluesstatedinSIunitsaretoberegardedasthestandard.Thevaluesgiveninparenthesesareforinformationonly.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
