【摘要】:PracticeE185definestheminimumrequirementsforlight-waterreactorsurveillanceprogramCharpyV-notchspecimensandPracticeE2215describestheevaluationoftestspecimensfromsurveillancecapsules.Itmaybedesirabletoextendtheoriginalsurveillanceprogrambeyondavailablespecimensforplantagingmanagementissues,suchasplantlicenserenewal,tobetterdefineexistingdata,ortodeterminefracturetoughnessofamaterialwhennostandardfracturetoughnesstestspecimensareavailable.Theabilitytoreconstitutethebrokenhalvesofexistingspecimenscanprovidesuchdata.Charpy-sizedspecimensaretypicallymachinedfromvirginmaterial,thatis,materialnotpreviouslymechanicallytested.Thereareoccasionsthatexistwheneither(1)nofullsizespecimenblanksareavailableor(2)thematerialavailablewiththedesiredhistory(suchashavingbeensubjectedtoirradiation)isnotsufficientforthemachiningoffull-sizespecimens,orboth.Anapproachtothisproblem,whichisaddressedinthisguide,istofabricatenewspecimensusingthebrokenhalvesofpreviouslyirradiatedandtestedspecimensorothermaterialirradiatedforthispurpose.Inthisguide,thecentralsegmentofeachnewspecimenutilizesabrokenhalfofapreviouslytestedspecimenandendtabsthatareweldedtothecentralsegment,orthecentralsectionmaysimplybeapieceofvirginmaterialshorterthanaCharpy-sizedspecimen.Whilespecificallyaddressingreconstitutionofirradiatedpressurevesselsteel,thisguidecanalsoprovideguidanceforreconstitutionofCharpy-sizedspecimensforothersituationsinvolvingmaterialavailability.1.1Thisguidecoversproceduresforthereconstitutionofferriticpressureboundarysteelsusedinnuclearpowerplantapplications,TypeACharpy(TestMethodsE23)specimensandspecimenssuitablefortestinginthreepointbendinginaccordancewithTestMethodsE1921orE1820.Materialsfromirradiationprograms(principallybrokenspecimens)arereconstitutedbyweldingendtabsofsimilarmaterialontoremachinedspecimensectionsthatwereunaffectedbytheinitialtest.Guidelinesaregivenfortheselectionofsuitablespecimenhalvesandendtabmaterials,fordimensionalcontrol,andforavoidanceofoverheatingthenotcharea.AcomprehensiveoverviewofthereconstitutionmethodologiescanbefoundinRef(1).1.2ThevaluesstatedinSIunitsaretoberegardedasthestandard.Thevaluesgiveninparenthesesareforinformationonly.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
